Organization

   The Alliance established the Council as the highest authority in the Union. The board of directors includes permanent members and non-permanent members. The permanent members are sponsored by the Alliance (Sun Yat-Sen University, The Chinese University of Hong Kong, and the University of Macau); the non-permanent members are 5 universities in Guangdong, 4 in Hong Kong, and 3 in Macau. The rotation system is implemented. At least three points are rotated every three years. One of them, the term of appointment and the order of rotation are determined according to the number of votes. The board of directors shall have one chairman and 2-3 deputy directors. They shall be self-recommended or recommended by the members of the board of directors and elected by the board of directors for a term of three years. The Board is primarily responsible for developing the development plan for the Alliance, reviewing the work plan of the Alliance, negotiating new members, and other major issues of the Alliance. The Council meets at least once a year and the President may convene an ad hoc meeting. The resolution of the board of directors must be approved by more than half of the members of the board of directors before it can be implemented.

  The secretariat of the board of directors is the daily office of the alliance. It is established at the Hong Kong, Macao and Taiwan Affairs Office of Sun Yat-sen University and accepts the leadership of the board of directors. The Secretariat is specifically responsible for the day-to-day affairs of the Alliance, including the development and implementation of the Alliance's annual work plan, the daily liaison of Alliance members, the instrumental, financial and archival work of the Alliance.
